Question: Is there a bank in New York that offers secured Credit Card with Airline Travel Rewards? Any recommendation?

I am planning to go to New York soon. I am looking for a bank near Union Square, Manhattan New York. So, I am thinking of applying for a secured credit card in New York. What are the list of bank that has a good package in the combination of Accounts. Also, pls. give me idea if what are the Finance Charge in the credit card in New York? Late payment charges? or other charges? Let me know. Thank you.
