Question: Will any finance agency accept my loan for a house even though i have an unpaid credit card?
Answer: Unpaid as in you have a balance but are making payments? not a problem unless its a big balance. Then it will effect your debt to income ratio and you may be out of luck.
If you mean you have a credit card and you are not making any payments....why would they loan you money for a house if you can't even pay off a credit card?

what affects do factors such as finance,town planning,transport provisions and housing have on the quality of lives of older people
Answer: This sounds like a school question.
My answer is that if the town planners take older people into account and want to plan a town that would help older people then it can make their quality of life much better and attract those people into your area. It would probably help the long term economy.
